III. Khơi thông nguồn vốn cho thị trường bất động sản

Kết quả thống kê dựa trên sự tập hợp ý kiến đánh giá của 33 chuyên gia bất động sản hàng đầu đang công tác tại các cơ quan nhà nước, các lãnh đạo cấp cao của một số công ty, tập đoàn bất động sản lớn, nổi tiếng, có uy tín trong và ngoài nước đang hoạt động trong lĩnh vực bất động sản. Một yếu tố nữa cho thấy sức khỏe của các doanh nghiệp bất động sản đang rất “yếu” là việc hàng loạt các dự án chậm tiến độ. Anh Nguyễn Tuấn Anh (ngụ quận Bình Thạnh) vừa mua nhà ở quận 12, bức xúc: “Tôi đã làm thủ tục công chứng và đóng thuế đầy đủ, thế nhưng hiện quận không làm thủ tục đăng bộ sang tên trên giấy chủ quyền khiến gia đình không thể xin giấy phép xây dựng lại căn nhà”. Doanh nghiệp nằm imÔng Đặng Hoàng Vũ - Tổng Giám đốc Công ty Địa ốc Thanh Bình cho rằng, với tình hình như hiện nay, các doanh nghiệp phải tự xoay xở và chờ đợi. Người Việt chúng ta vốn chưa quen với khái niệm chung cư, bây giờ lại đầu tư vào chung cư cao cấp nữa thì rất khó. Bà Hòa cho rằng, có quá nhiều loại khác nhau, Bộ Xây dựng đang xem xét, định lượng để đề ra sàn chuẩn.

Với những thương vụ mua bán, chuyển nhượng, sáp nhập thì tầm nhìn của dự án được tiếp nối như thế nào mới là yếu tố quyết định giao dịch thành công. Luật Kinh doanh BĐS năm 2006 quy định, tất cả các giao dịch BĐS tại Việt Nam đều phải thực hiện qua sàn giao dịch BĐS để đảm bảo tính công khai, minh bạch và quyền lợi giữa các bên. Thực ra, năm 2013 lại thu hút nhiều sự quan tâm của nhà đầu tư bất động sản nước ngoài hơn so với năm trước nếu nhìn vào số dự án. Hiện việc siết lại cho vay các dự án bất động sản đang tác động rất lớn đến các doanh nghiệp, vì thực tế vốn tự có của các doanh nghiệp thuộc lĩnh vực này không nhiều, phụ thuộc chủ yếu vào nguồn vay ngân hàng, dự án thì phải xây xong móng mới được huy động tài chính. HCM cho thấy, cung nhà ở khu vực này tăng quá mạnh và đã có hiện tượng cung vượt quá xa cầu. Kết quả thanh kiểm tra của đoàn Thanh tra Bộ Xây dựng tổ chức hồi cuối năm 2010 tại 66/233 sàn giao dịch BĐS tại TP HCM có tới 34 sàn vi phạm quy định hoạt động.
